Alexander Ruch has been full Professor of Jurisprudence at the ETH Zurich since October 1, 1993. Previous to this he headed the legal section of the Building Commission of the city of Basel. He heads one of the two chairs of public law.
Prof. Ruch was born on October 16, 1944 and is from Basel. He studied law at the University of Basel. He completed his doctorate under Prof. Kurt Eichenberger, with a thesis in state law/policy. He was assistant to Prof. Eichenberger for four years, passed the bar examination in Basel, and qualified as a lecturer (habilitation) at the University of Basel Faculty of Law with a thesis on law in regional planning. He took on teaching assignments and substitute lectureships at the universities of Zurich, Basel, and Fribourg. Emphases of Prof. Ruch's research are the development of special administrative law in the context of integrative mastery of complex law issues; the deployment of new and foreign instruments in administrative law; and the establishment of state behaviour based in state and constitutional law appropriate to the requirements of the modern state.
Prof. Ruch is a member of the Vereinigung der Deutschen Staatsrechtslehrer, of the Schweizerischen Juristenvereins, and of the Schweizerischen Gesellschaft für Gesetzgebung. He is a founding member of the Schweizerischen Vereinigung für Geothermie, a member of the Steering Committee of the Centre of Excellence on Risk and Safety Sciences at the ETH Zurich, and is on the editorial staff of the Schweizerischen Zentralblattes für Staats- und Verwaltungsrecht.
